Recent COVID-19 data indicate localised spike in cases in some districts and not the onset of a fourth wave, ICMR's Additional DG Samiran Panda told TOI. "What we're seeing are blips and not the start of a new COVID-19 wave," he said. On the spike in COVID-19 positivity rates in some regions, he said it's mostly due to low testing.
