Moments after the Bharatiya Janata Party refused to stake claim to form a government, Maharashtra Governor Bhagat Singh Koshyari invited Shiv Sena to form a government- for being the second-largest party in the just-concluded state polls. "The Sena will have to inform the governor about its stand by Monday (November 11) evening at 7.30 pm," a Raj Bhavan official said.
