MANY prominent higher education institutions, including Jawaharlal NehruUniversity (JNU), Delhi University (DU), IIT-Delhi and the Indian Council of Agricultural Research (ICAR), are among several hundred organisations which have been barred by the Centre from receiving foreign funds.
