Delhi Chief Minister Arvind Kejriwal on Saturday said his government's programmes of free education, electricity and healthcare were not "freebies" but were part of his plans to make India the world's number one country. His remarks came as earlier in the day Prime Minister Narendra Modi warned the people against the "revadi culture" of offering freebies in exchange for votes.
