The Congress on Saturday said it's planning to give 50% representation to SCs, STs, OBCs and minorities at all levels in the organisation. "At a national policy level, we want a caste-based census to be taken up...In the Women's Reservation Bill, we want a provision for women belonging to SC and ST [communities]," Congress leader K Raju said.
